Hoping Genuine Reform in Somali Region

Hoping Genuine Reform in Somali Region

Gorse Ismail Oct 1,2014

The turmoil in Somali Region has been boiling in the last twenty two years when EPRDF has taken the power and introduced the concept of associate “Aggar” in four regions that are not part of its coalitions, Gambela, Afar, Somali Region and Benshegul .  Having interfering in daily political affair of Somali Region, EPRDF is governing Somali Region with an iron fist through the generals retiring from their posts who are stationed in Harar.  Somali Region has had ten Presidents in the last twenty three years and all of them were removed from power by “ Gemgema” , a political evaluation’s style of Soviet communist party. A case in point is the recent political crisis in Somali region that has been hoped the general Gebre to persuade President Abdi Mohamed to go to Addis and respond to EPRDF‘s call.

EPRDF has ruled Somali Region, Gambela, Afar and Benshegul to order them around, to remove whom they are not pleased with his performance attuning to its ideology and to appoint whomever they might think to fulfill its front style of governance. These four states will never have any saying in the decision making of Federal system.  In other words, EPRDF had introduced this system to govern indirectly through the check and balance that the front has formulated; although, it calls a federal system based upon ethnicity and linguistic.

The Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF), led by its late chairman and prime minister,  Meles Zenawi has radically reformed Ethiopia’s political system.

The regime transformed the hitherto centralized state into the Federal Democratic Republic and also redefined citizenship, politics and identity on ethnic grounds. The intent was to create a more prosperous, just and representative state for its entire people. Yet, despite continued

economic growth and promised democratization, there is growing discontent with the EPRDF’s ethnically distorted check and balance defined state and rigid grip on power and fears of continued assimilated federal system that is negating the initial concept of the said ethnically and linguistically federal system.  In general, the international community should take Ethiopia’s governance problems much more seriously and adopt a more principled position towards the government.

Without genuine multi-party democracy, free and fair election in 2015, the tensions and pressures in Ethiopia’s polities will only grow, greatly increasing the possibility of a violent eruption that would destabilize the country and region.

There are also other major problems in Somali Region. ONLF ( Ogaden National Liberation Front )is aim at seceding from Ethiopia. This organization formed in 1984 to destabilize Somali region when the ex-dictator dismantled Western Somali Liberation Front waging war in Somali Region to liberate that land from Haile and Mengestu regimes. The ex-dictator had killed eighty commanders of WSLF simply they did not want the interference of Somalia in their affairs. Additionally, the ex-regime was working hard to legitimize the hegemony of its own clan that cost Somalia to be stateless in the last twenty three years. EPRDF has neglected and isolated the majority of Somalis from different regions. They focus more on one clan so that the checking list from Addis is easier to implement. The biggest problem from EPRDF is that they do not have trust that Somalis will be a real and genuine Ethiopian the backdrop residue of old regimes that forcefully attempted to assimilate them.

Another major problem that is still omnipresent in Somali Region is the notion of governance, transparency and human right. The fallout of Aggar concept is allowing the dictatorship style of ex-regime of Somalia in Somali Region.  This region has had known frequently leader’s change  and the alienation of major Somali clans while EPRDF is crowing the dictator such as the current President who is in house arrest. EPRDF has distanced the Somalis intellectuals, business people and elders that are contrasting the system of associate. Although Somali Region has progress in terms of economic, social and political ever since EPRDF has arrived at the helm of power seat, the region is still lacking in terms of leadership, good governance and inclusiveness of all Somalis inhabiting that land.

Next week, Somali People Democratic Party will be holding its annual conference in Somali Region. The majority of Somalis are hoping that a genuine reform will take place where the restoration of execute party to reflect all Somalis, will address the corruption, mismanagement and mal governance of the house arrested President abdi Mohamed. In Addition, it is about time that EPRDF trust Somalis of all walks of life and deal with them in evenhandedness. In other words, the lasting and durable solution in the current turmoil in Somali Region should be found out in the components of more inclusiveness to all Somalis, allowing to have its own leaders (not handpicked by EPRDF) and remove the article of “Aggar” in EPRDF guiding principle so that all Ethiopian Somalis participate in free and fair election in the selection of their own leaders. Stop the Soviet Style of governance that was relegated to the bin of history and enlarge the democratic space whereby freedom of speech is encouraged, multiparty is enforced and free and election is held.
