Appeal for Urgent Intervention:

 Ethiopia on a Slippery Slope towards Disintegration

First,I would like to make a disclosure that I have no affiliation to any political party, organization, or any material interest  for writing this appeal for urgent intervention.

 

                                              Summary of the Peril

 

1)     Whereas Ethiopia is in peril; the situation is alarming; and a red-light flashing that Ethiopia is speedily descending to the ground; 

 

2)     Whereas violence, lawlessness, imprisonments and savagery killings have become Ethiopia’s new normal;

 

3)     Whereas justice and liberties are being threatened; the language based federal structure and the constitution are in jeopardy, causing resentments and hostilities to grow and mushroom among the people of the nations and nationalities (NNs);

 

4)     Whereas the protectors of the federal system and the constitution are inflexibly determined to defend the cardinal principles of the people’s right to self-determination, self-rule, vote and elect leaders of their choice; and recognize the inherent dignity of each individual to promote conditions that allow them to enjoy their civil and political rights;

 

5)     Whereas the Ethiopian PM is playing the game of throne, vying, aggressively working, covertly and overtly sabotaging, and doing everything within his reach to change his childhood dream into a reality i.e. to be a king (his mother’s wish for him); and stubbornly determined to throne himself by hook or by crook and at any cost;

 

6)     Whereas the PM has created a web of alliances with cursed groups, state-owned medias and affiliates, inexperienced politicians and parties, remnants of the past unitary regime and ill-educated individuals who are advising and pushing him to put his bible aside and instead, unsheathe his sword to fight;

 

7)     Whereas the PM and his affiliates (alliances) are collaboratively and willfully engaged in destabilizing, defamation, blackmailing, discrediting and damaging the image of TPLF and the people of Tigray, and against all the defenders of the federal system using manufactured fake news and by creating provocative videos and fabricated films;

 

8)     Whereas many parts of Ethiopia have been already destabilized and put under the control of command posts; and thus, the peace of the people has been disrupted and their day to day lives severely impacted; and their democratic rights being suppressed and violated;

 

9)     Whereas the PM and his affiliates are playing the game savagely, unwittingly, and recklessly to dismantle the federal system and scrap the constitution altogether;

 

10)Whereas now the emotions of the NNs have reached a boiling point and could spill over into desperation and then into irreversible state of violence and costly civil wars and once this occurs, reconstructing Ethiopia would be impossible;

11)Whereas all the facts on the ground are justifying that Ethiopia is on a slippery slope towards disintegration and the Clock is Ticking!!!!;

 

12)Thusfore, this article appeals for prompt intervention and consideration by the international communities, defenders and advocates of human and democratic rights; professional journalists; the United Nations; the African Union; the Middle East; the European Union; Ambassadors and delegates of countries of Africa, Asia, Australia, Europe, Great Britain, Middle East, and North and South Americas; historians; influential individuals and politicians (hereinafter referred to as all parties);

 

13)Thusfore, all parties herein are cordially and respectfully requested for their serious attention of the situation and collective measures and stand by the side the truth and in support of the interests and benefits of the people of nations and nationalities irrespective of their status, ethnicity, identity and number (minority or majority);

 

14)Thusfore, remaining silent, indifferent, unresponsive, and turning blind eyes, deaf ears, and dull hearts to this dire consequence implies affirmation to be on the wrong side of history. Otherwise, it’s no use crying over spilt milk, as commonly said. Anyone daring to save Ethiopia, should act today not tomorrow.

 

Accounts of the Emerging Peril

 

1)     Whereas Ethiopia was under the rule of a centralized and unitary state structure (USS) until 199, which disallowed the majority from basic human rights and denied access to social services; and prohibited their right to use a mother tongue language and practice a religion and culture of their choice for over a century which led to grievances, discontents and protracted and costly struggles and wars;

 

2)     Whereas Ethiopia is a home of diversified nations and nationalities (NNs), under the rule of the USS only a few had claimed to have the blessing from God to enjoy the benefits of power and the privilege to preserve all rights to rule over others choices and destinies;

 

3)     Whereas majority of the people of the NNs lived under tyranny; enslaved; their liberty and equality before the law denied; and their right to assume and exercise political powers disavowed; 

 

4)     Whereas under the rule of the USS, political appointees and career civil servants were handpicked from the remote center and sent to govern NNs, both at regional and local levels;

 

5)     Whereas the people of the NNs were inexcusably denied to exercise their right to elect leaders, participate in decision makings, and strive and create viable opportunities to succeed politically, economically, and socially;

 

6)     Whereas the USS was totally unwilling to appreciate and recognize the values of a language which served as a barrier against the majority (NNs). The majority had been forced and left with the option to use interpreters whenever they intended to get health and legal services because they had been prohibited from using their mother tongue language to express and share their emotions and feelings;

 

7)     Whereas during the USS, Ethiopia was not chiefly engaged in developmental aspects to fight famine, drought and change the lives of the majority who were living in abject poverty. Rather, the system was solely absorbed in pleasing and fulfilling the rulers’ egos;

 

8)     Whereas the USS let mother nature and manmade disasters including drought and famine to be Ethiopia’s common encounters and identification cards at global level;

 

9)     Whereas Ethiopia was confronted with external and internal destructive wars which occurred one after the other for years, the wars cost the lives of hundreds and thousands of citizens; caused massive displacements; wasted the country’s meager resources; and left many with posttraumatic stress disorders, mental and physical impairments and harms; 

 

10)Whereas the USS allowed the NNs to remain as victims of subjugation and assimilation for years by intimidating, coercing and ridiculing them to unwillingly relinquish their identities and change their given names;

 

11)Whereas anger, destitution and frustration of people the NNs grew deep and led to immense discontent and disobedience because the USS failed to effect economic and political reforms; and rejected to answer the NNs agelong question for equity, liberty, and freedom without discrimination;

 

12)Whereas various opposition groups had begun armed resistance and fought against the USS, the Tigray People's Liberation Front (TPLF) was one of the vanguard political parties that made the most popular armed struggle; and had grown from a few into powerful guerilla fighters to ashamedly defeat and overthrow the USS in 1991;

 

13)Whereas following the shameful defeat of the USS, Ethiopia established a new federal system and formulated a constitution of the FDRE, adopted on 8 December 1994;

 

14)Whereas this constitution has granted the people of the NNs the fundamental right to practice a culture and religion of their choice; speak and use a language of their preference; and live a lifestyle of their selection;

 

15)Whereas Ethiopia also adopted language-based federalism which offered the people of the NNs the opportunity to exercise and enjoy political powers by recognizing and appreciating the values of self-rule and equality;

 

16)Whereas after the establishment of the federal system, power decentralization had occurred. This was found to be very critical step because it transferred policy formulation and decision-making power from a centralized USS to the people at all levels;

 

17)Whereas it is unbelievable to see that even those whom their existence was unrecognized or belittled because they had unsettled nomadic lifestyles, have been politically empowered to assume powers; and have practically demonstrated their capacity in identifying and addressing their burning issues;

 

18)Whereas healthcare service, education and infrastructure had been among the least developed social services, the conventional health parameters-including infant and maternal mortality; life expectancy; morbidity and mortality from communicable diseases; and malnutrition-witnessed Ethiopia to be among the most disadvantaged nations in the world until 1991;

 

19)Whereas infrastructures are either nonexistent, underdeveloped, or were in poor conditions. Particularly, the rural Ethiopians lack modern transportation systems; were disproportionately suffering from socioeconomic disparities; and had been in a difficult geographic location to have access to social services;

 

20)Whereas now the situation is different. The TPLF/EPRDF government has crafted and implemented relevant and applicable policies and programs that resulted in economic growth that has been praised worldwide;

 

21)Whereas Ethiopia has made tremendous investments in the past 27 years to bring progress on education, health service, and infrastructures. Such progresses earned great attestation and commendation at global level; 

 

22)Thusfore, these success stories have improved Ethiopia’s historical image at global level-the image of poverty, famine-ridden, wars, and desperate living conditions. Now the USS lovers, without shame, are undermining, belittling, and trashing Ethiopia’s progress, made in the last 27 years.

 

The Emerging Peril

 

1)  Whereas now the state-owned medias and their affiliates, inexperienced politicians, ill-educated individuals, and remnants of the past regime and their affiliate parties (hereinafter referred to as the/this group) have recently become very engaged in disseminating inflammatory fake news and in manufacturing fabricated documentary films and videos to subvert the people’s democratic rights and destabilize Tigray, the only stable state in the country as of today;

 

2)  Whereas the acts of disseminating all kinds of false information started 29 years ago immediately after the USS was defeated which drove supporters and lovers of the USS crazy and caused them to act savagely, unwittingly, and recklessly being ashamed of losing their control of such a centralized and USS which benefited none but a few privileged groups;

 

3)  Whereas while being consumed by hatred, the group has been working day and night to revenge and destroy TPLF and weaken the people of Tigray simply because they have taken a lion share of the sacrifices and contributions to recognize and institutionalize self-rule, justice, and equality among all the people of the NNs of Ethiopia by overthrowing the USS;

 

4)  Whereas the group assumes TPLF and the people of Tigray to be the roadblocks for materializing their agelong dream to reinstate and reimpose the dead USS;

 

5)  Whereas the group only focuses on blackmailing, discrediting and damaging the image of TPLF with the assumption that if TPLF is wiped out from existence, it would easy to weaken and disparage the people of Tigray. Then, the other people of the NNs would be easier to suppress, manipulate, subjugate, and assimilate;

 

6)  Whereas this assumption has emanated out of the group’s ignorance, naivety, and unwillingness to accept the facts on the ground and being resistant to get rid of their old chauvinist and piqued behaviors;

 

7)  Whereas the group always undermines and diminishes the significance of the other people of the NNs who had been the subject of subjugation and assimilation prior to 1991;

 

8)  Whereas the fact on the ground is a horse of a different color. The people of the NNs are in a better position today when it comes to understanding and determining what is right and wrong; to know what benefits them and what not; and politically are more conscious and stronger than ever before to defend their rights;

 

9)  Whereas now Ethiopia has fallen back to the hands of the group who, time and time again, has proven themselves to be visionless, policyless, and directionless when it comes to nose-to-nose confrontation with Ethiopia’s real challenges; but only desperately determined to dismantle the status quo against the will of the people of the NNs;

 

10)Whereas their only interest is to grab power by any means, the group is working day and night, sabotaging how to destroy the existing federal system and scrap the constitution altogether. By doing this, the group is dragging the country into irreparable crises and thus, if appropriate measures are not taken without delay, Ethiopia’s existence, as it stands today, is questionable;

 

11)Whereas the fight now is between the proponent and opponent (the group) of the current federal system;

 

12)Whereas the ultimate goal of the proponents is to remain adherent to the United Nations’ cardinal principles of people’s right to self-determination, self-rule, vote and elect leaders of their choice; and recognize the inherent dignity of each individual to promote conditions that allow them to enjoy civil and political rights;

 

13)Whereas the opponents’ ultimate goal, on the contrary, is inconsistent to the cardinal principles of human rights, they are desperately and carelessly acting to restore a USS that historically subjected the people of the NNs to subjugation, intimidation, and assimilation;

 

14)Whereas this group is incapable of seeing and understanding the future big picture and the real threats of Ethiopia but only focused on quenching power and without any sense of ingenuity, authenticity and empathy; inflexible to reassess the situation and determine a new course of action; and unwilling to take accountabilities for their wrong doings;

 

15)Whereas this group’s typical behaviors have been consistent for years i.e. spewing and sowing of hatred and conflict provoking agenda; and calling for a genocide aimed at decimating the people of Tigray, in addition to their consistent engagement to misinform and mislead the world with fabricated lies and propagandas;

 

16)Whereas many parts of Ethiopia have been destabilized and put under the control of command posts; and thus, the peace of the people has been disrupted and their day to day lives severely impacted; and their democratic rights being suppressed and violated;

 

17)Whereas millions have been displaced from their localities and thus, forced to lead unsettled lives while large numbers are languishing in prisons and many others subjected to harassments and inhumane killings;

 

18)Whereas there exist enough anecdotal evidentiary reports to support the claims of killings and imprisonments: 

 

a.    Engineer Simegnew Bekele, who served as chief project manager of the Grand Ethiopian Renaissance Dam project, was killed in broad daylight in Addis Ababa. Investigation of his death was a sham, supported with conflicting, confusing and inconsistent statements from the government. Unfortunately, the case is still awaiting for an independent investigation and the truth yet to be revealed;

b.   Ethiopia's army chief of staff Seare Mekonnenand a retired Major General Gizae Aberra were shot dead by a bodyguard in Addis Ababa. The government has issued conflicting and inconsistent reports repeatedly regarding the bodyguard. Initially, the report informed the public that the suspect was arrested. Later, the police reported the suspect had committed suicide; then, the government reported that the suspect is alive but unconscious to be questioned; and finally, brought to court but only to inform that the suspect is unable to talk. Sadly, this case is also desperately awaiting for an independent investigation and the truth yet to be revealed;

 

c.    The Killings of Amhara’s state president Ambachew Mekonnen, his advisor Ezez Wassie and the state attorney general Migbaru Kebede were killed in Bahir Dar. The Alleged killer, according to state media, was the then region’s security head, General Asamnew Tsige who later had been killed by security forces. However, many haven’t believed the information provided by the government to be true. This case is also still awaiting for an independent investigation and the truth yet to be revealed;

 

d.   The discriminatory imprisonments of Major General Kinfe Dagnew (the former head of military-run industrial conglomerate METEC) and many other individuals from Tigray are languishing in prison under the pretext of corruption allegation but the government couldn’t produce any facts to justify the case;

 

e.    Large part of the country is under the control of command posts without constitutional approval by the parliament to suppress the people from exercising their freedom to express their concerns and enjoy their constitutional and democratic rights.

 

19)Whereas now the situation in Ethiopia is continuously going from bad to worse; the political instability and tension are growing faster;

 

20)Whereas now assassinations, suppression, and political conspiracy are more than ever the growing concerns; and citizens’ fear is deepening that crises may erupt spontaneously without warning;

 

21)Whereas now Ethiopia is in serious political risks; and civil justice and liberties threatened. The federal structure which has been in place as a grantee for various ethnic groups to stay bonded is in jeopardy;

 

22)Whereas the emotions of the NNs nations have reached a boiling point and could spill over into desperation and then into irreversible state of violence and costly civil wars and once this occurs, reconstructing Ethiopia would be impossible;

 

23)Whereas the new normal in Ethiopia is hearing about and watching on government sponsored savagery killings of ordinary citizens on a daily basis. However, the supposedly human right defender organizations prefer to give blind eyes and deaf ears or seem to have no interest to openly expose and denounce the situation;

 

24)Whereas Amnesty International, on its 29 May 2020 report, entitled, “Ethiopia: Rape, extrajudicial execution, homes set alight in security operations in Amhara and Oromia,” (available at amnesty.org) provided analysis of the situation. In my view, this report chiefly blamed the security forces to be responsible for violating such gross human rights;

 

25)Whereas the PM, who is the commander-in-chief of the Ethiopian security forces, openly said on TV, “…youths may die, mothers may cry, and villages may set on fire” and added, “…we are prepared, more than ever before, to take any action to deter any effort to carry out elections….” Mind you, he said this in response to political parties asking to carry out elections in their region because the federal government has no any willingness and readiness to run elections within the timetable stipulated within the constitution. Understandably, the PM is doing this because his chance of winning a genuine election is very slim. His party does not have any popularity and support at grassroots level;

 

26)Whereas the Ethiopian PM is playing the game of throne, vying and aggressively working, covertly and overtly sabotaging, and doing everything within his reach to change his childhood dream into a reality i.e. to be a king (his mother’s wish for him); and inflexibly committed to throne himself by hook or by crook and at any cost;

 

27)Whereas in the beginning many didn’t take the PM’s confession seriously but this was not a jock any more. His egoistic, manipulative, and violative behaviors are reflections of his greed for a power;

 

28)Whereas the PM stands against the freedom of people to choose and express their preferences. His actions are not acceptable by any available standard. Periodic elections play key roles in ensuring respect for citizens’ political rights and the will of the people, expressed in periodic elections, is the basis of the authority of government;

 

29)Whereas unless the current constitution and language-based federalism are upheld and protected, any effort to reinstitute and reimpose the USS will escalate the situation further into ungovernable and dire consequences of disintegration by allowing the country to completely fall under control of local thugs;

 

30)Thusfore, the international communities, defenders and advocates of human and democratic rights; professional journalists; the United Nations; the African Union; the Middle East; the European Union; Ambassadors and delegates of countries of Africa, Asia, Australia, Europe, Great Britain, Middle East, and North and South Americas; historians; influential individuals and politicians (hereinafter referred to as all parties) should not remain silent and indifferent;

 

31)Thusfore, all parties herein are cordially and respectfully requested for their serious considerations of the situation and collective measures to stand by the side the truth and in support of the interests and benefits of the people of NNs irrespective of their status, ethnicity, identity and number (minority or majority);

 

32)Thusfore, remaining unresponsive and turning blind eyes, deaf ears and dull hearts to this dire consequence implies affirmation to be on the wrong side of history;

 

33)Thusfore, it’s no use crying over spilt milk, as commonly said. Anyone daring to save Ethiopia, they should act today not tomorrow. Of note, every Ethiopian should start to act and regain their common sense, integrity and moral compass immediately to carefully reassess the situation where Ethiopia stands today and before the situation turns into uncontrollable crises and irreversible conditions.
