It seems Ethiopia may be willing to listen to suggestions on how long it should take the dam to fill but beyond that from what we understand from reliable source there is no " new agreement" to review on Ethiopia's side. However Ethiopia is waiting to sign a win win solution that it has proposed for a long time which does not include going to any court or any arbitration! The agreement if agreed upon will likely put responsibility of solving any issues squarely on the two governments. We are told Sudan has agreed on this approach for awhile but Egypt is only willing to review now!(Aigaforum March 18, 2015 (updated))
